Senior Officer Prevent Forum, Veterinary Products and Drug Resistance Department
The World Organisation for Animal Health (WOAH) is an intergovernmental organisation representing 183 Members worldwide, working to improve animal health, animal welfare and Veterinary Services. In response to the UN General Assembly Political Declaration on Antimicrobial Resistance and WOAH General Session Resolution No. 29 on Veterinary Vaccines and Vaccination, WOAH is establishing the PREVENT Forum (2026-2030), a structured public-private dialogue mechanism to strengthen collaboration on animal vaccination strategies, with equity by design so that perspectives from low- and middle-income countries, smallholder systems and regional manufacturers are reflected.
The Senior Officer will lead the Prevent Forum's operations, reporting to the Head of the Veterinary Products & Drug Resistance Department under the authority of the Deputy Director General (Standard Setting & Implementation). The role is accountable for planning and delivering the Forum's annual cycle of global and regional activities, coordinating evidence-based tools and guidance, and managing relationships across public and private stakeholders.
Key responsibilities:
- Plan, organize and lead the annual cycle of PREVENT Forum activities, including the global technical session, regional sessions and annual reporting to the WOAH World Assembly of Delegates; manage the Forum's digital platform.
- Lead the consultative annual workplan process, oversee evidence-based tools, guidance documents and frameworks, and draft concept notes for activities requiring additional funding.
- Build and maintain relationships with WOAH Members, vaccine manufacturers, regulatory authorities, veterinary and producer associations, Quadripartite partners and standards bodies; promote equitable participation and uphold conflict-of-interest safeguards.
- Prepare briefing materials and advocacy documents to support high-level political engagement on animal vaccination.
- Track and report on Forum indicators and prepare documentation for biannual Partnership Management Committee meetings.
Requirements:
- Postgraduate degree in animal health, public health, international development, public policy or a related field.
- Minimum 10 years of progressive professional experience with a senior-level delivery track record.
- Proven project management experience delivering complex, multi-year programmes through public-private partnerships or multi-stakeholder platforms.
- Strong partnership-building and stakeholder negotiation experience.
- Excellent written and spoken English; French and Spanish (B level) are an asset.
Conditions: Fixed-term two-year contract at WOAH Headquarters, Paris; salary 3800-4100 EUR net/month; regular international travel required.
