Budget Controller, Budget Department
The World Organisation for Animal Health (WOAH, founded as OIE) is a leading intergovernmental organisation representing 183 Members worldwide, working to improve animal health, protect animal welfare and strengthen Veterinary Services. WOAH's headquarters are in Paris, with 13 Regional or Sub-regional Representations.
The Budget Controller reports to the Head of the Budget Department, under the authority of the Director of Administration. The role ensures the sustainability of the Organisation's activities by contributing to the preparation and implementation of the budget and monitoring its execution through day-to-day budgetary operations, in compliance with WOAH's management rules and procedures.
Key responsibilities:
- Budget preparation and development: support Units/Departments/Representations in preparing annual and multi-year budgets, analyse proposals against strategic priorities, verify allocations and analytical codes, assist in consolidating the overall WOAH budget and take part in budget revisions and arbitration.
- Monitoring budget execution in Procure to Pay (P2P): enter and validate budget data, commitments, contracts and purchase orders, monitor expenditure and available appropriations, analyse variances, identify risks of under-execution or overspending, and close commitments, purchase orders, receipts and invoices.
- Budgetary control: verify availability of appropriations before commitments, check consistency between expenditure and approved budget, and review transfer or reallocation requests.
- Focal point support: act as primary contact for assigned Units/Departments/Representations, advising on budget matters and procedures.
- Budget reporting and analysis: produce execution analyses and forecasts, provide information for the Directorate, COMEX and Council, and support audits.
- Coordination with Accounting and Resource Mobilisation departments; administrative management including partner reimbursements, invoicing, seminar budget analysis and tracking Members' statutory and voluntary contributions.
Requirements:
- Higher education qualification in finance, management control or administrative management (minimum Bachelor's degree or equivalent).
- At least two years of professional experience in general and cost accounting and/or budgetary management control.
- Proficiency in accounting and management procedures, accounting software (ideally Sage), budget monitoring software (ideally Procure to Pay) and Excel.
- Professional working proficiency in English and French; knowledge of Spanish and of public-sector accounting rules is an asset.
- Excellent interpersonal skills, service orientation, organisational skills, attention to detail and confidentiality.
Conditions: Full-time, fixed-term WOAH staff contract of two years (renewable), starting as soon as possible, based at WOAH Headquarters, 12 rue de Prony, 75017 Paris. Monthly salary starts from EUR 3,300 depending on experience, with allowances based on eligibility; salary is exempt from income tax in France.
