Positioning and reporting
Under the Authority of the Deputy Director General for Institutional Affairs and Governance of the World Organisation for Animal Health (WOAH) and the direct supervision of the head of the Regional Coordination Department (RCD) and in close collaboration with the Technical Project Coordinator for the "Health Security Programme (HeSP) for West and Central Africa"
Job purpose
WOAH is a partner in a project entitled "Health Security Programme (HeSP) for West and Central Africa" financed by the World Bank. In this context, WOAH signed a 5-year contract with the West African Health Organization (WAHO) to carry out several activities linked to the strengthening of resilience of veterinary services in West and Central African countries. The project has 4 components: Component 1: Prevention of Health Emergencies; Component 2: Detection of Health Emergencies; Component 3. Health Emergency Response and Component 4. Program Management and Institutional Capacity. WOAH is involved in the implementation of components 1,2 and 4.
WOAH is recruiting an Operations officer to be responsible for implementing the Organisation's operations, accounting, procurement, and budgetary policies, primarily on the HeSP Project, with wider application across Regional Representations, in liaison with the Regional Coordination Department at Headquarters.
He / she will assist the HeSP Technical Coordinator on:
– Technical backstopping for the operational efficiency of the HeSP project implementation
– He / She will ensure that the HeSP project is managed in compliance with the donor's requirements and WOAH's financial rules
– He / she contributes to the financial and operational optimisation of HeSP project activities and
– He/she is responsible for the performance and efficiency of project procurement processed (intellectual, technical and works services);
He / she will contribute to strengthening the operational efficiency of WOAH Regional offices by supporting the Head of the Regional Coordination Department in:
– Identifying and promoting best practices and consistent application of organisational financial, procurement and operational procedures across regional offices;
– Supporting improved project reporting practices across regions, including the development of templates and guidance to facilitate reporting and activity monitoring;
In collaboration with the Regional Coordinators, contributing to the identification of common operational challenges and supporting efforts to enhance the harmonisation and efficiency of operational practices across the regions.
Missions and activities
Contributing to the operational efficiency and compliance of the HeSP project
– Assisting the HeSP project team with the operational, administrative, financial and compliance monitoring of activities
– Reviewing and ensuring the efficiency of HeSP project implementation
– Monitoring the uniform application of budgetary codes across departments and regional offices during activity implementation
– In addition carry out other related activities as assigned by the Technical Project Coordinator within his/her area of competence.
Contributing to the operational improvement of WOAH Regional Offices
– Participate in the development of operational mapping for Regional Offices related to financial management, procurement procedures and project implementation, to support strategic reflection and operational improvements;
– Develop and maintain practical tools, templates and guidance documents to facilitate project reporting, activity monitoring and operational follow up across the regions;
– Provide operational input and background analysis to support the work of the Regional Coordination Department and facilitate the follow up of operational matters with Regional Coordinators.
Requirements
Qualifications and Experience
Required Qualifications
– Postgraduate degree (Master 2 level) specializing in public administration, international relations, project management, etc.
– 5 years' professional experience (including three years in a similar position, excluding internships and work-study contracts) in the field of project operations, procurement/ supply chain, at national or international level.

– Professional experience in an international context

– Proven knowledge of consultation methods in the public sector (national or international);
– Knowledge of public accounting and the financial rules governing public contracts;
– Knowledge of the legal obligations of public procurement at European/international level;
– Good writing skills;
– Perfect command of written and spoken French;
– Perfect command of written and spoken English;
– Knowledge of Spanish appreciated
– Good command of IT tools in a Microsoft environment.
