TERMS OF REFERENCE

The purpose of this assignment is to support the Ministry of Labour and Social Affairs (MoLSA) in the development of a comprehensive communication and public relations plan within the framework of the Technical Support Instrument (TSI) project for the new Child Protection and Family Support legislation. The consultant will contribute to the design of a strategic communication framework that ensures clear, consistent and accessible messaging on the objectives, benefits and implications of the reform.

Minimum requirements:

Education:
* Master's degree in communications, Public Relations, Journalism, Media Studies, Marketing, Social Sciences, Public Policy, International Relations, History or another relevant field.

Work Experience:
* Minimum of 5 years of professional experience in communication, public relations, or strategic communication, preferably in the public sector or social policy field.
* Demonstrated experience in developing communication strategies or plans, including stakeholder engagement and public communication related to policy or reform processes.

Language Requirements:
* Native-level fluency in Czech and working knowledge of English is required.

Skills:
* Strong understanding of the Czech institutional context, including government communication practices; familiarity with the child protection or social services sector is an asset.
* Proven ability to translate complex policy or technical information into clear, accessible and audience-appropriate messaging.
* Experience in developing communication materials for different audiences, including presentations, briefs and online content.
* Excellent coordination and interpersonal skills, with the ability to work effectively with government counterparts, technical experts and other stakeholders.
* Ability to work independently and manage multiple tasks within agreed timelines.
