Doctors Without Borders, an international humanitarian medical association created in 1971, provides medical assistance to populations whose lives are threatened: mainly in cases of armed conflict, but also epidemics, pandemics, natural disasters or exclusion from care.
The Deputy Security Support Manager assists the Security Support Manager in implementing security guidelines at headquarters and across OCP's operations. They contribute to situation analysis and the production of operational resources, support teams in applying security frameworks and tools, and manage the implementation of their assigned responsibilities. They act as interim Security Support Manager and represent them by delegation. This role provides operational and methodological support, without replacing the decision-making authority of operational staff.
MISSION:
Reporting to the Security Support Manager,
Operations support:
• Implement the defined support measures and assist the teams in their application.
• Supporting missions in implementing risk analyses, designing and updating security guides, procedures, contingency plans and reporting systems
• Conducting assessment, consulting, and capacity-building missions in the field, focusing on general or specific risk management
• Prepare and lead safety briefings and debriefings that incorporate technical and contextual aspects.
Preparing for and responding to critical incidents
• Contribute to the updating and maintenance of contingency plans for headquarters, missions, and partner sections
• Participate in the dissemination of incident response methodologies across OCP in line with intersectional practices
• Implement the defined responses and support the crisis units in the analysis and preparation of decisions
Analysis review:
• Manage the implementation of the system for collecting and analyzing security incidents, including the administration of the tools (Sindy, GeoApp security)
• Lead the production of incident reviews and contribute to the analysis of the circumstances and causes of major events.
• Ensure follow-up on the implementation of safety recommendations in order to prevent the recurrence of similar events.
Formation
• Manage the implementation of the safety training program based on feedback from field experience with the relevant departments (Operations, Logistics, HR, Finance)
• Ensure the updating and maintenance of safety training materials used in the various departments.
• Conducting safety training sessions at headquarters as well as some field sessions
Security Unit Management:
• Contribute to the coordination and monitoring of MIO security activities in the development, provision and updating of tools and reference materials.
• To ensure the collection and consolidation of information necessary for monitoring and managing the unit's activity
Representation:
• To act as interim Security Support Manager in their absence, ensuring the continuity of the unit's operations.
• Representing the unit, by delegation, in relevant internal bodies and intersectional spaces
Desired profile:
Education – Experience:
• Essential MSF field experience, including a minimum of two years in a role as Head of Mission, Logistics Coordinator, Project Coordinator.
• Proven experience in managing complex security environments and responding to crisis situations
• Experience in creating and delivering training programs. Having completed ToT is a plus.

Employment conditions:
Status: Permanent full-time contract. Management position, based in Paris with travel to MSF field sites required.
Compensation and benefits:
• €50,800 gross annual salary over 13 months
• 22 days of RTT (reduced working time) per year
• Working remotely according to MSF's rules (2 days/week).

• Meal vouchers worth €12 (60% covered by MSF)
• 50% reimbursement of public transport pass (weekly, monthly or annual) OR bicycle mileage allowance (€0.25 per km, limited to €450 per year)
