Operations & Finance Specialist

Location: Geneva, Switzerland

Under the oversight of the Deputy Director, the Operations & Finance Specialist provides operational support to the GFCR Secretariat, supporting effective planning and delivery of Secretariat and programmatic operations. The role helps ensure effective delivery across the Secretariat through operational support (HR, Travel, Procurement) and financial monitoring of the secretariat and Fund budget, including monitoring portfolio and project financial status. Key functions include: Programme operations - guiding recipient UN and non-UN organizations on operational process requirements, coordinating due diligence processes, facilitating GFCR workplan implementation per UNOPS Project Management Methodology, and monitoring compliance with corporate strategies and standards. Fund operations - coordinating with the Administrative Agent (UN Multi-Partner Trust Fund Office) for timely grant transfers, overseeing due diligence for non-UN partners, and contributing to annual narrative reports. Financial management and reporting - leading review of financial expenditure reports from implementing partners, coordinating budget development and monitoring, and ensuring availability of required financial reports. Administrative support - liaising with UNOPS on procurement, HR, travel and logistics, and supporting travel planning. Requirements: Master's degree in Public Administration, Public Policy, MBA finance/accounting or related field (or Bachelor's with 2 years additional experience); minimum five years relevant experience in operations, financial reporting, or project management support; proven budget management experience; fluent English required.
