Lead, Investigations, Office of the Inspector General - GL D - Defined Duration Until December 2028
Location: Geneva, Switzerland
Under the guidance of the Manager, Investigations, the Lead, Investigations will conduct complex administrative investigations of potential fraud, abuse, misappropriation, corruption and mismanagement within the Global Fund and by Principal Recipients, Sub-Recipients, Country Coordinating Mechanisms, Local Fund Agents, Suppliers and Contractors. Key responsibilities include leading complex cases by planning and prioritizing work; preparing detailed investigation plans including scoping, risk identification and resourcing; managing external consultants; leading investigative in-country missions considering country and cultural context; liaising with internal and external stakeholders in a multi-cultural environment; identifying, collecting and maintaining integrity of documentary, electronic and physical evidence; leading interviews of complainants, witnesses and subjects; performing complex financial analysis to identify wrongdoing and calculate losses/recoveries; drafting findings letters and briefing notes; and mentoring less experienced investigators. Essential qualifications: an advanced university degree in a related field including law or accounting, or a first level university degree with relevant combination of academic qualifications and experience. Desirable: certifications such as Certified Fraud Examiner. Essential experience: demonstrated experience investigating complex administrative and/or criminal schemes including financial fraud, corruption, collusion and misuse of funds; extensive experience leading investigation activities including planning, case management, interviewing and evidence analysis; strong analytical experience assessing evidence and fraud risks. More than seven years' experience is desirable. Excellent knowledge of English required, with good working knowledge of French preferred; knowledge of Arabic, Portuguese, Russian or Spanish an asset. The position may require frequent travel and stays of up to one month conducting investigations in developing countries. This is a defined duration role until December 2028.
