Head of Corporate Systems
Location: Paris, France
The Council of Europe Development Bank (CEB) is a multilateral development bank with an exclusively social mandate from its 43 member countries, financing investment and providing technical assistance in social sectors such as education, health and affordable housing, with a focus on vulnerable people and the social dimensions of climate change and the environment.
The Information Technology Division (CS-IT) within the Corporate Services Directorate is seeking a senior IT manager with strong experience in corporate applications and complex transformation projects. Reporting to the Head of Information Technology, the Head of Corporate Systems will set the direction for the Bank's corporate systems, oversee major projects and ensure that critical applications support the Bank's needs. The role also covers day-to-day operations, budgets, contracts, external providers and the organisation of the Corporate Systems team.
Key responsibilities:
- Strategy, projects and business partnership: set direction and priorities for corporate systems and maintain a roadmap aligned with business needs and IT strategy; advise the Head of IT on strategic choices, investments, resources and risks; oversee a portfolio of complex projects including SAP S/4HANA, SAP SuccessFactors, SAP Concur, ServiceNow, e-signature and archiving tools, and communication platforms.
- Management of the Unit: translate the IT Division's priorities into objectives and work plans; manage staff and resources, performance and skills; ensure effective cooperation across staff, consultants, project managers, integrators and support providers.
- Operations, governance and resources: ensure critical corporate applications are reliable, secure and well supported; ensure compliance with CEB standards for security, data protection, governance and audits; oversee tenders, supplier selection, contracts, service levels and costs; plan and monitor the multiannual budget; prepare briefings and dashboards for the Head of IT and committees.
Profile:
- Advanced university degree in IT, computer science, information systems, engineering, business administration, project management or a related field.
- At least eight years of relevant experience in corporate applications, information systems or complex IT environments, preferably in an international organisation or financial institution.
- Proven experience managing teams and complex, cross-functional IT projects and application portfolios.
- Good knowledge of SAP environments (S/4HANA, SuccessFactors, Concur); ServiceNow experience an asset.
- Experience with tenders, supplier and contract management, budgets and IT governance.
- Excellent command of English or French, with knowledge of the other.
- Citizen of one of the CEB Member States.
Conditions: initial 4-year contract (including a one-year probation), renewable up to six years with possible conversion to an indefinite-term contract. Grade A3-A4, monthly salary starting between 9,442.63 and 10,972.87 EUR, exempt from French income tax, plus allowances based on eligibility.
