Professional Experience:

I started as a project and program portfolio officer in the Ministry of Finance and Economic Planning in Senegal, where I was responsible for screening and evaluation of government and donors proposals to be incorporated into the 5 year National Strategy for economic development.
I then move to become a Manager of Public Investments and programs in the Ministry of Finance and Economic Development in Senegal, where I was responsible among other tasks to prepare budget analysis to be discussed at the parliament, which requires a rigorous process of resource coordination and management, and a submission of a Budget arbitrage Note to the Prime Minister. This responsibility also included the preparation of the annual report of public investment implementation and government programs in all sectors (agriculture, education, health, administration) and across all types of resources (budget and aid).
I became Adviser to the Prime Minister's cabinet, responsible for the elaboration of a strategic plan for developing territories and regions of Senegal, in consultation with donors leading to a complete mapping of the country with making sure that aid and budget are used in an efficient manner to cover all sectors and all territories.
In 2000, I started international work with the IMF (Intern/trainee), the World Bank (consultant), UNICEF and WHO (consultant), before taking the Regional Adviser position in the regional Office of WHO for Africa. I elaborated a first regional strategy of health for poverty reduction, providing Ministers of Health an advocacy, strategic and policy document for increasing the visibility of health into national planning and budgeting.
I then moved to Geneva in HQ to become a Health Policy Analyst, continuing to support WHO, its technical units and member states to increase the visibility of health in the international development agenda (PRSP, MDGs). Several country cases were developed in Senegal, Cape verde, Nicaragua, Cambodia, Yemen, Mongolia, etc. Currently, I am managing a portfolio of donors to mobilize resources, but above all to support the organization secure voluntary contributions that are (i) flexible and (ii) predictable so as to improve strategic planning and reduce risks linked to earmarked funding. I am also supporting the strategic reform of the organization to improve the links between planning, policy, budgeting, monitoring and evaluation.

I also have completed a Postgraduate degree in Development Economics, including quantitative analysis of poverty indicators and how to elaborate poverty alleviation policies and strategies.
