Humanity & Inclusion (Handicap International) is an independent and impartial international solidarity organisation working alongside people with disabilities and vulnerable populations in situations of poverty, exclusion, conflict and disaster. HI runs programmes in more than 60 countries with over 3,500 staff.
Within the 3I unit (Innovation, Impact, Information), the Accountability and Learning Specialist joins the MEAL (Monitoring, Evaluation, Accountability & Learning) unit of 5 specialists and 1 manager. The position can be based in Lyon, France or Brussels, Belgium (hybrid). It is a 4-month fixed-term contract (CDD) covering maternity leave, with a desired start date of 15 December 2026.
Objectives: Under the supervision of the MEAL Manager at headquarters in Lyon, the specialist defines HI's institutional frameworks for learning and accountability to affected populations, including strengthening beneficiary participation. They provide expertise and support to MEAL, operational and technical teams in implementing these frameworks, monitor sector developments, contribute to project proposals (notably multi-country projects), and act as MEAL focal point for certain regions/countries.
Key responsibilities:
- Contribute to the deployment of the HQ MEAL/IM unit action plan across programmes
- Develop, roll out, monitor and support HI standards on accountability and learning
- Contribute to project design exercises led by HQ (or donor accreditations) to ensure coherent accountability and learning approaches and adequate resources; provide general MEAL input on logframes, indicators and tools
- Contribute to animating the MEAL/IM professional community
Requirements:
- Expertise in accountability to affected populations: participatory, non-discriminatory and responsible approaches
- Skilled in planning and coordinating qualitative and quantitative surveys and disseminating results
- Able to evaluate projects and conduct participatory diagnostics
- Enjoy writing project proposals and reports
- Agility in a complex organisation, autonomy, teamwork and communication skills
- Languages: fluent French; fluent English (written and spoken) required
