Emergency Humanitarian Access and Security Manager
Location: Lyon, France, with very frequent field travel. Desired start date: 11 January 2027. Contract: fixed-term (CDD), 18 months.
Handicap International / Humanity & Inclusion (HI) is an independent and impartial international solidarity organisation working in situations of poverty and exclusion, conflict and disaster, alongside people with disabilities and vulnerable populations. Since 1982, HI has run development programmes in more than 55 countries and responds to many emergencies.
Context: Atlas Logistique is an operational unit of HI that has supported humanitarian actors since 1993. It facilitates, optimises and speeds up aid delivery in emergencies and chronic crises. A major evolution of its mandate is to maintain and develop humanitarian access to the hardest-to-reach communities, making security and humanitarian access management central. The Emergency HASM (Humanitarian Access and Security Manager) is a key role in this set-up.
Objectives: Within the Humanitarian Access and Security (HAS) Unit, and reporting to the Unit Manager, you will strengthen the response capacity of HI/Atlas Logistique teams through contextual analysis, security arrangements aligned with the organisation's security policy, support for operational security management, and strengthening humanitarian access.
The role has two main components:
- Field deployment: deployable within 48 hours for one to three-month missions supporting Atlas Logistique projects (exploratory missions in new countries or zones, project launches, temporary reinforcement).
- Headquarters work: between deployments, capitalise learning and develop tools and reference documents on humanitarian access and security, and strengthen the emergency deployment system.
Key responsibilities: context, actor, risk and access-constraint analysis and monitoring; defining access and security strategy; rolling out the security policy and HAS guidelines; operational HAS implementation (recruiting and building capacity of HAS teams, operational security of logistics platforms including warehousing and humanitarian transport, access networks, workshops and access negotiation, incident management with the Country Director and IMT); monitoring and auditing the quality of HAS management on deployment programmes.
Requirements: at least 2 years of confirmed field experience with humanitarian NGOs in security/humanitarian access manager roles (coordination experience a plus); field experience in emergency, complex and unstable contexts; proven experience in incident/crisis management, humanitarian access and capacity building; sense of priorities, strong organisation and autonomy; fluent French and English (Spanish and/or Arabic a plus).
